To catch Eels or any other fish, you’ll first need a Fishing Rod, and to get Fishing Rod you to talk to “Goofy” and complete the “Fishing Expedition Quest”. To complete Fishing Expedition Quest, you’ll need to find and fix Goofy’s Fishing Rod, and then return that Fishing Rod to Goofy. If we talk about the location, then you will find Goofy’s Fishing Rod on the eastern shore of the pond in Peaceful Meadow.

After a few tries, you’ll be able to catch a few Eels.
Now if you want, you can exchange your Eels for other resources or you can make Coconut trees by planting Eels.
